The mother said her daughter also witnessed Houser killing her mother and his brother with a shotgun in 2014. Houser has already served 11 years in federal prison for the rapes. The sentence came down after a three-day hearing in which a psychologist testified about many of Housers characteristics, including the effects of rape on a victim. Judge Brian Moniz said the sexual abuse had an effect that may never be fully removed from Houser or others like him. This defendant is a serial child molester and thats going to be whats going to be going on in his mind the rest of his life, Moniz said. Moniz ordered Houser to serve at least 85 percent of his sentence. He said he did not believe the sentence he had to hand down was excessive. We have to weigh the harmlessness of the defendants life compared to the harm he caused, Moniz said. The harm he caused the community can never truly be undone. Said she was not able to tell the court that her mother was the one who abused her. In fact, the victim said she was never allowed to tell anyone.
